In 2011 PSI/Vietnam conducted a second, behavioral survey among 1,666 SW in 7 provinces, including 315 SW-IDUs in 3 project provinces using RDS. Sex workers were recruited in 7 of the priority PEPFAR provinces. The objectives of the survey were to monitor trends (2008 vs. 2011) and assess associations between exposure to programs and behavior change. The study concludes that: 1. A large number of sex workers report no contact with any HIV prevention intervention. 2. There has been an overall decrease in consistent condom use between 2008 and 2011 driven primarily by decreases in 3 provinces, however SW exposed to HIV prevention programming through outreach and drop-in centers are more likely to report consistent condom use. 3. Sex workers report relatively high levels of condom availability at outlets where commercial sex takes place. Fully-subsidized or "free" condom access is common. 4. Subsidy, quality and accessibility are key factors influencing condom brand preference and purchase behavior. 5. There has been an increase in reported use of VCT among 2008 and 2011, although use rates overall remain low. Chan Troi Moi social marketing campaigns have contributed to increased use of VCT. 6. Sex workers exposed to Song Dep outreach are less likely to report having a non-injector to inject for the first time.
