HIV prevalence among people who inject drugs in Kazakhstan is estimated to be 3.8% (2011), and is especially high among young men. The HIV epidemic in Kazakhstan has one of the fastest growing rates in the world, where from 2006 to 2011 the HIV prevalence rate among those aged 15-49 rose from 0.1% to 0.2%. One of the progress indicators for achieving its Millennium Development Goal of halting the spread of HIV/AIDS by 2014 is the percentage of young women and men aged 15-24 with correct knowledge of HIV transmission modes. Therefore, the purpose of the survey among at-risk youth (15-24 youth in priority high-risk zones) is to evaluate the effectiveness of the PSI/CAR program: Scaling-up the Youth Power Program for At-Risk Youth in Almaty city, Kazakhstan. The primary indicator within the present study that is measured is the use of a condom at last sex with a non-regular partner. Other key behavioral indicators include knowledge of HIV, use of voluntary counseling and testing (VCT) services, prevalence of sexually transmitted infections (STIs), use of drugs and alcohol, as well as exposure to Youth Power Programs and activities. Participants for this study were recruited through stratified sampling on the school level and then the take all approach while recruiting within schools. The study utilized quantitative methods. The duration of data collection is 8 weeks (October - November 2013). Data collection took place in Almaty city. Analysis of data was conducted using SPSS/STATA. The data gathered through the 2013 survey will be presented in a set of standardized tables for evaluating program effectiveness.
