Title: Housing Evaluation Form Survey of the Administrative Agency Experiment

The agency conducted this survey as part of a program to test the concept of providing direct cash payments to needy households to assist them in obtaining adequate housing of their own choice rather than specified units chosen for them by administrative agencies. The agency used these survey data to evaluate the administrative and management procedures relating to housing quality at eight sites, the effects and costs of those procedures, and agency and participant experiences. This serie s contains data from a study of changes in the physical quality of housing experienced by participants in the Experimental Housing Allowance Program at eight sites. The sites were Bismarck, North Dakota; Durham, North Carolina; Jacksonville, Florida; Peoria, Illinois; Salem, Oregon; San Bernardino, California; Springfield, Massachusetts; and Tulsa, Oklahoma. Data include the number and type of rooms, size, condition of wall, ceiling, and floor surfaces, and electrical and plumbing facilities; and the overall condition of the neighborhood. The data were collected in three "waves," once at the time of entry in the program and six and sixteen months into the two year payment phase.
