The agency contracted with the Bureau of the Census and Leadership and Education for the Advancement of Phoenix (LEAP) for this special tabulation of 1970 Census data on poverty neighborhoods in 105 large central cities. The agency developed and maintained these data to provide regional, state, and local governments with demographic information on poverty neighborhoods. This series contains summary data for poverty neighborhoods of central cities in Standard Metropolitan Statistical Areas (SMSAs) of 250,000 or above created from the 20 percent, 15 percent, and 5 percent sample portions of the 1970 Census of Population and Housing. In general, the tabulations include information about the population characteristics, educational level, employment status, occupational class, income level, income source, family characteristics, and housing characteristics of the resident household population. All categories are cross-referenced according to race and poverty status. Other common breakdowns are by sex or age. The files are in four groups: "File A" files, "File B" files, a "File C" file, and a "File D" file. "File A" files have data tabulated for the total SMSA, total county, balance of county containing all or part of a central city(s), and totals for each central city. "File B" files have data tabulated for neighborhoods of selected cities. The "File C" file is a special tabulation of SMSAs and components in California and the second stratifier is changed to be the categories Japanese, Chinese, Indian, and Filipino. The "File D" file is a special tabulation for selected neighborhoods in California SMSAs and the second stratifier is the same as in "File C."
