The purpose of this unit is to examine the question of how much Americans value economic efficiency as compared with equality. Because the market allocates productive resources and distributes income unequally, those who value equality propose that government should impose taxes to transfer income from those who receive more to those who receive less. Rs are asked to tell whether they favor such transfers in a set of hypothetical situations involving your choice between two values..... equali ty and efficiency. The questionnaire describes hypothetical situations in which the transfer of money from families with high incomes to families with low incomes is proposed. (The income figures refer to the after-tax incomes of both the high and low income families.) The proposal is that an additional tax be levied on the income of the affluent families in an effort to aid the lower income families. But the proposed program has an unsolved technological problem... the money must be carri ed from the rich to the poor in a leaky bucket. Some of the money will simply disappear in transit, so the poor will not receive all of the money that is taken from the rich. Rs task here is to decide how much leakage you would accept and still support such an equalization policy. No standard scoring.
