This is the fifth round of mystery client surveys for HIV Testing and Counselling services and first round for family planning services. The purpose of this quail-quantitative survey was to provide insight on quality of program implementation for voluntary testing and counseling, post-test services, family planning services. The specific objectives were therefore to assess: the extent of adherence to service provision procedures, the quality of customer care; quality of counseling and client education, HIV-specific information and family planning-specific information as well as referral information and Client perceptions regarding privacy and confidentiality of services. Mystery client observational approaches were used in this study. The mystery clients were trained individuals who pose as credible clients seeking family planning services accessed at New Start Centres or New Life Centres.
